The Customs Clearance Process in Kenya, Explained

Customs clearance is where many imports stall. It feels like a black box, but it follows a defined process on KRA's integrated customs management system (iCMS). Knowing each step helps you prepare documents in advance and avoid the delays that drive up storage and demurrage.

Step 1 — Document review

Before the cargo arrives, your clearing agent reviews the commercial invoice, packing list, bill of lading or air waybill, certificate of origin, and any permits. Missing or inconsistent documents are the number-one cause of clearance delays, so this review is where good agents earn their fee.

Step 2 — Customs entry and HS classification

A licensed agent lodges the customs entry on iCMS, classifying each item under the correct Harmonized System (HS) code. The HS code determines the duty rate, applicable levies, and whether the product needs permits from agencies like KEBS, KEPHIS, or the PPB.

Step 3 — Duty assessment and payment

KRA assesses import duty, VAT, the import declaration fee, the railway development levy, and any excise based on the customs value and HS code. Once the assessment is generated, duties are paid and the system records the payment against the entry.

Step 4 — Verification and inspection

KRA's risk engine routes consignments through green, yellow, or red channels. Low-risk cargo is released quickly; higher-risk cargo is physically verified or scanned. Accurate declarations and clean histories keep you in the faster lanes.

Step 5 — Release and delivery

After duties are settled and any verification passes, KRA issues a release order. The cargo is then released from the port, CFS, or airport for inland transport to your premises.

Where delays really come from

Most clearance delays are not caused by KRA — they are caused by incomplete paperwork, wrong HS codes, missing PVoC certificates, or duties paid late. A proactive clearing agent who reviews documents before arrival prevents almost all of them.
